POSITION SUMMARY: Under the direct supervision of the Executive Assistant/HR Director and in accordance with the mission and purpose of the Ann Arbor YMCA, the Assistant HR Director’s primary function is to coordinate HR policies and programs with emphasis on the Recruiting, On-Boarding, HR & Payroll, Time & Labor in Paylocity ensuring that the organization is in full compliance with applicable laws and regulations.

Secondary HR functions include but are not limited to assisting with Unemployment, Worker’s Compensation and Section 125 benefit programs.

In addition, the position works closely with the Executive Assistant/HR Director in developing, implementing and evaluating ongoing HR policies, programs, functions and activities.

This position will also be responsible for the development of a teen/adult volunteer program with emphasis on On-Boarding, Compliance and Tracking.

This position works with employee and volunteer’s personal financial, medical, background and demographic information and must maintain strict confidentiality.

We have between 150-200 employees during academic year and an additional 100 employees during the summer camping season.

We do not have any union employees.

Our HR Department is currently the Director and Assistant Director The hiring range for this position is $36,000-$42,000 annually.

YMCA Retirement Plan; upon eligibility 12% employer paid, 401(a) plan Family YMCA membership is included.

FT staff receive Program/Childcare/Camp fee reduction.

Sick/Vacation Time Medical & Dental & Life/AD&D Insurance; managed through Cafeteria Section 125 plan ESSENTIAL FUNCTIONS: Employee functions As directed or assigned by HR and Program directors, plan, direct and supervise all activities relating to the administration and maintenance of payroll programs with emphasis on Paylocity.

Develop, implement and control programs in a manner that ensures cost effectiveness, market competitiveness and internal equity among employees.

Recruitment: Assist the Director of Human Resources in developing and implementing a comprehensive recruitment plan to meet staffing needs and organization priorities.

Market and advertise employment opportunities to reach a diverse and qualified pool of internal and external candidates.

Paylocity Recruitment: Creating posts from approved job descriptions; review & distribute Candidates to additional departments as appropriate; create standardized Screener questions with ranking; review Paylocity auto responses and modify as necessary.

Track & follow up on Candidate’s progress through Recruitment.

Assist supervisors with reference checking, as necessary.

Create/consolidate Interview questions apart from Paylocity with rankings to ensure equity across the Association; obtain, store and analyze Interview data with goal of increasing standardization, efficiency and equity.

Manage Employee Referral Program and Experience Payment Program, if active, as well as any other program(s) that may exist as the market dictates.

Develop and maintain effective relationships with professional networks including all area colleges and high schools to source qualified candidates.

Organize and execute college recruitment programs including job fairs.

Paylocity Onboarding: Manage Event Packet(s) creation, distribution and completion.

Track & follow up on New Hires progress through Onboarding including: Conduct in-person employee I-9 verifications and/or train designee to conduct verifications.

Administers and tracks all background checks and National Sex Offender Registry on all new hires and annually as needed.

Paylocity Time & Labor: Bring to fruition the Paylocity Scheduler.

Track & follow up on Timecard Approvals: Ensure that all supervisor staff understand policies for timecard approval and follow up as needed to ensure compliance on time card approvals.

Paylocity HR & Payroll: Process HR Actions (payroll status forms), facilitate Performance Evaluation calendar, forms and provide follow up.

Maintain administration, affirmative action/EEO compliance and job classification.

Assist employees and supervisors with User Access, Pending Approvals and HR File Assist the HR and Program directors in the daily administration of employee relations including but not limited to performance improvement plans and corrective action meetings in accordance with quality management principles and overall objectives of the organization.

Works in collaboration with Regional Training & Association Safety Director to ensure compliance and documentation of completion of Quarterly All Staff Meetings (1 weekday AM, 1 weekday PM, 1 weekend), working in collaboration with the Senior Leadership Team to determine topics and speakers.

2 Quarterly Meetings are optional, 2 are mandatory (Child Abuse Prevention & Sexual Harassment Trainings).

Works in collaboration with Regional Training & Association Safety Director to ensure compliance and documentation of completion of New Employee Orientation process.

Until Regional Training Director creates an Ann Arbor YMCA specific new employee orientation training video that new employees must view in their first 30 days of hire, these NEOs will be monthly on Zoom and/or in person that employees must complete within 90 days of hire.

Develop, prepare, generate and analyze ongoing and ad-hoc special reports pertaining to employee personnel information and data, including issues such as benefits costs, staffing levels/deployment, turnover, absenteeism, recruitment, applicant tracking, affirmative action/EEO, compensation, promotions, etc.

Effectively utilize the data processing system to obtain, store and analyze pertinent data and information.

Administer unemployment program, including conducting analyses and serving as primary contact with provider(s).

Assist with annual benefits meeting and paperwork processing as needed.

Assist Director of Human Resources in other HR related areas such as compensation, benefits, safety, training and employee wellness.

Performs other related duties as assigned.

Oversees development and implementation of teen/adult volunteer program.

In consultation with the Human Resources Director, develops and maintains a volunteer intake/training process and job descriptions for volunteer positions.

Work in collaboration with directors and coordinators to create & promote volunteer opportunities, recruit, screen, place, train and track volunteers.

Maintains and coordinates volunteer files, and monthly/annual volunteer hours.

Administers and tracks all background checks and National Sex Offender Registry on all new volunteers and annually as needed.

GENERAL FUNCTIONS: Exemplify a commitment to diversity and inclusion throughout the Association, across programs, and at all administrative levels.

Attend scheduled staff meetings.

Reads all YMCA communications including but not limited to email daily.

Any other duties as needed.

Estimated Time allocation on duties: Human Resources: 90% of time Volunteer: 10% of time The incumbent is responsible to adjust their schedule as necessary to ensure proper HR and Volunteer functions.

Requirements QUALIFICATIONS: Equivalent of two (2) years beyond high school is required.

Bachelor’s degree in human resources or related field, or equivalent experience is strongly preferred.

Three years of progressively responsible experience in human resources strongly preferred.

Prior payroll and benefits management experience strongly required.

Must be able to learn and use YMCA specific software within 14 days of employment.

Must be able to use basic Microsoft Office software.

Ability to speak more than one language is preferred.

SHRM Certified Professional (SHRM-CP) is an advantage.

Excellent verbal and written communication skills.

Excellent interpersonal and customer service skills.

Thorough understanding of state and federal laws concerning employee benefits and payroll.

Excellent time management skills with a proven ability to meet deadlines.

Strong analytical and problem-solving skills.

Ability to prioritize tasks and to delegate them when appropriate.

Ability to function well in a high-paced and at times stressful environment.

WORKING CONDITIONS: Ability to work more than a 40-hour week with irregular work hours, including occasional early morning, evening and weekend hours.

Ability to walk, stand, and sit for long periods of time.

Must be able to lift and carry supplies weighing up to 20 pounds.

Ability to stand or sit while maintaining alertness for several hours at a time.

Position may require bending, leaning, kneeling, and walking.
